Stoddard points out that this is a commercial fishing market. IT leaders know this can be especially true when it comes to hiring and retaining technical skills. That's why Stoddard says that employers are increasingly using teleworking opportunities as a way to create larger networks for good people.
Technology recruiters share a similar perspective.
